Results are presented of ground measurements of an arc-associated electric field during the growth phase of a magnetospheric substorm between 2045 and 2120 UT on December 4, 1986. In this experiment, STARE radar was used to measure ionospheric fields around the arc and the EISCAT radar was used to measure the electric fields and conductivities equatorward of the arc. Evidence is presented suggesting that the enhanced electric field observed in these experiments and by others is associated with the electrodynamical system of the arc.
