Three ESA payload elements (PE) corresponding to three Spacelab dedicated mission modes are described. They include the microgravity PE, which consists of about ten autonomous material science and life science experiments and the fluid physics module, the earth observation PE, which consists of limb and nadir viewing, and the solar-astro PE for solar and deep space viewing. For reasons of cost effectiveness the three payload packages are considered in the framework of a single program for funding, planning and implementation.
