Consideration is given to the generation of an electron-positron plasma in a vacuum in the presence of an inhomogeneous electric field and a strong curvilinear magnetic field. The electric field and the magnetic field are similar to the fields found in the magnetosphere of a rotating neutron star. A general set of kinetic equations is derived to describe the electrons, positrons and gamma quanta in the curvilinear magnetic field, taking into account the production of electron-positron pair and photon emission. The conditions for the appearance of vacuum 'breakdown' are found, together with the threshold value of the electric field discontinuity at the surface of the neutron star. The multiplication of particles in the magnetosphere is studied, and distribution functions are calculated for the electrons, positrons and gamma quanta. The extinction limit of pulsars was also found. It is shown that the theoretical results agree with published observations of neutron stars.
