A simple statistical model is proposed, which considers the turbulent flow as a collection of localized structures (eddies). The model successfully predicts the transition to the turbulent regime at high Reynolds numbers and shows agreement with other known properties of turbulent flows. Comparison of the assumptions underlying the model and Navier-Stokes equation suggests that the driving force for the turbulent transition is basically the tendency of the system to occupy a statistically dominant state; the instability of the flow plays a role of the mechanism for finding this state.
