Studies of the formation and early history of galaxies have been limited by our ability to identify high-redshift populations. At the highest redshifts (3.5 < z < 5) we know only of quasars, radio galaxies, and some Ly alpha-emitting objects very close to quasars\cite{br1202,fontana96,petit96} (~< 10 kpc) which appear to be physically associated with the quasars and must also be substantially excited by them. However, the extremely energetic processes which make quasars and radio galaxies easy to identify at high redshifts also make them very unrepresentative of galaxies seen in the field. Here we report the discovery of two galaxies in the field of the z = 4.55 quasar BR2237--0607 which appear to show hydrogen Ly alpha emission at the redshift of the quasar, but are well separated from it ~700} kpc). They appear to be galaxies in the first burst of star formation from a time when the universe was less than 1 billion years old.
