Scientific paper

Temporal variations of the intensity of proton fluxes with energy of
about 1 MeV are studied on the basis of IMP8 and Vega-1 and -2 data
during the calm (flareless) period of solar activity during the 21st
cycle. The results point to the solar origin of low-energy background
proton fluxes during the greater part of the solar cycle.
