We investigated the ground state and low lying metastable states of irrationally frustrated Josephson-junction array with anisotropy for all range of the anisotropy parameter \lambda; the ratio of the longitudinal Josephson coupling to the transverse one, going beyond the previous perturbative approach [Yoshino et al., Phys. Rev. Lett. 105, 257004 (2010)] limited to the large anisotropy. We found that the hull functions of the metastable states exhibit analyticity breaking approaching the isotropic point, \lambda=1. This is quite analogous to the Aubry transition in the Frenkel-Kontorova model, well known in the studies of dry friction, and has direct connection to the jamming transition observed in the current-voltage characteristics. It was also found that the low lying metastable states exhibit level crossings among themselves under variation of anisotropy such that the tilt angle of the vortex stripes in the ground state changes continuously with \lambda, from stripes parallel to the weaker coupling in the strong anisotropy limit to nearly diagonal stripe at the isotropic point.
