An instability of the thermomagnetic type, which may develop in the weakly collisional magnetoactive cosmic plasma when developed turbulence and drift of ions relative to electrons orthogonal to the magnetic field is present, is discussed. An instability leads to an increase of perturbations of the plasma temperature and the magnetic field. The proposed mechanism may be responsible for the formation of hot diamagnetic cavities which have been detected in the solar wind near the terrestrial shock wave, as well as the formation of the non-uniform structure of the interplanetary plasma and the interstellar medium.
