It is shown that the cosine potential energy naturally induced in theories with an antisymmetric rank two tensor field, provides a framework for understanding both inflationary cosmology and large scale structure. A new scenario for producing large scale structure, based on the late time effect of the Hawking temperature during inflation, is also proposed.
