The 27-day intensity wave of galactic cosmic rays observed in 1976 during the solar-activity minimum is discussed. The stream of He4 nuclei experiences similar variations of significantly greater amplitude according to IMP-8 measurements. An interpretation of the phenomena based on the concept of a cosmic-ray modulation region that is asymmetrical relative to the plane of the ecliptic is given.
