The spatial distribution, rigidity spectrum, and propagation characteristics of the solar cosmic ray event (GLE) on May 7, 1978 were determined by neutron monitor data. Measurements from the midlatitude monitors sensitive to high rigidity particles from the solar flare located the apparent source of solar particle flux near earth in a region around 20 deg N, 87.5 deg E, approximately 40 deg west of the sun. An expression was derived for the functional form of the pitch angle distribution; the observed anisotropy was about 1 until 0410 UT, decreasing to less than 0.7 at 0430 UT when the enhancement of the counting rate was greater than 10% of the maximum increase of neutron monitors. The analysis shows that the propagation of solar particles was scatter-free for one hour, and that the intensity-time profile of solar injection was observed for particles with P greater than 1 GV.
