A 'relative angular momentum' is defined in terms of the average power-law relation between the angular momenta and masses of galaxies. It is argued that for a picture of primordial random motions within protogalaxies, the relative angular momentum should follow a Maxwellian distribution and that the dispersion of the logarithm of the relative angular momentum should be equal to 0.210. The limited sample of galaxies with known dynamical parameters is found to yield a relative angular momentum of 50% to 100% of the Maxwellian value for a power-law index in the range from 7/4 to 2. For the special case of a power-law index equal to 2, it is shown that the reciprocal of the maximum rotational velocity is already a measure of relative angular momentum and that a large sample of measured maximum rotational velocities of galaxies yields the Maxwellian distribution of the relative angular momentum.
