We report on a theory of the Skyrmion states which occur in quantum Hall
regime near certain filling factors. It is shown that in the limit of zero
Zeeman splitting in a realistic temperature range the Skyrmion plasma is a
liquid described by the effective model of massive two-dimensional Dirac
fermions.
