The preliminary results of a computer simulation to study the effects of interstellar scattering (ISS) on pulsar pulse time-of-arrivals are presented. A one-dimensional power-law and discrete-event phase screen have been used to examine the dominant ISS terms due to dispersion-measure fluctuations and refraction. The main goal of this simulation is to see how often and at how many frequencies arrival times need to be measured in order to remove the plasma propagation effects. Removal of these effects is necessary to obtain accurate estimates of the proper motion and parallactic distance.
