A theoretical investigation is made of the local heating of small-scale irregularities in the upper ionosphere under the effect of high-power radio transmissions. Expressions are derived for the optimal size of irregularities and the energy flux of potential oscillations. The excitation and capture of plasma waves in irregularities lead to a significant enhancement of local heating and the associated resonance instability of small-scale disturbances of the ionospheric plasma. It is shown that in ionospheric-heating experiments a significant amount of the total energy of excited oscillations may be expended on the local heating of irregularities.
