A series of vector magnetograms and Dopplergrams in the photosphere and the chromosphere was obtained of the complete development process of an emerging flux regions which later formed a medium sunspot group observed on August 23-28, 1988 at the Huairou Solar Station. Results of an analysis of these data, combined with numerical simulations, show that the process of the emergence of a new magnetic flux from enhanced network followed by sunspot formation can be described by an MHD model where a strong small-scale bipolar field floats out from the subphotosphere into a weak large-scale background field. New opposite bipolar features emerge within the former bipolar field with an identical strength, which will develop a sunspot group complex. It is shown that the age of magnetic emerging flux (or a sunspot) can be estimated in terms of transverse field strengths.
