The aim of the present paper is to examine the artificial ionization of the lower ionosphere by short intense radio-frequency pulses. The ionization frequency of air molecules by electrons in a strong alternating electric field is calculated. It is shown that the pulses under consideration are well capable of producing the artificial ionization.
