In the general case, an electromagnetic field reflected from a medium is partially scattered. A statistical model proposed by Rice (1948) for describing the properties of such fields provides an adequate description of the statistical properties of the envelope of a partially scattered ionospheric field but fails for other field parameters. In the present paper, this shortcoming of Rice's model is attributed to the neglect of the frequency shift which accompanies reflection from a dynamic object, and the model is modified to include this effect. It is shown that within the framework of the modified model, it is possible to discriminate between the determinate and scattered components of a partially scattered field and to determine both the time behavior of the parameters and the statistical characteristics of each of the two components.
