A hypothesis concerning the nature of the F ring is developed on the basis of Voyager-1 photographs, on which characteristic features of the fine structure of the F ring (including the continuity of thin and sometimes curved particle fluxes) were observed. The hypothesis states that the formation of the F ring is associated with a single massive body (with a mass not exceeding 10 to the 15th kg) that is an abundant source of solid microparticles and apparently has a comet nature. This hypothesis is extended to all the rings of Saturn, and the principles of a new ring model that satisfies observed properties are described. The possibility of applying this interpretation to the rings of Uranus and Jupiter is examined.
