The behavior of magnetic perturbations that feature large-amplitude D and Z component fluctuations in the morning auroral oval associated with substorm activity is examined. The discussion focuses on the eastward longitudinal propagation of the region of disturbance and the scale size over which the amplitude of the disturbance changes. The eastward propagating disturbance is modeled by a three-dimensional current system of narrow longitudinal extent in which antiparallel Birkeland current sheets are linked by equatorward flowing ionospheric current. Coincident riometer data are used to infer that the electrons responsible for E region ionospheric conductivity enhancements can also cause ionospheric absorption. This enables one to estimate the fluxes of energetic electrons responsible for the eastward propagating disturbance and thus obtain a rough estimate of the equatorward electric field in the morning sector auroral oval.
