We study the dynamics of a gravitating string within the general relativistic perturbation framework. We deal with this issue as a scattering problem of gravitational wave by the string. We develop the gauge invariant metric perturbation on a space-time containing a self-gravitating straight string with a finite thickness and derive the scattering data. In the thin string case, we show that there is neither resonance nor phase shift in the gravitational waves scattered by the string, nevertheless the string actually moves when the incidental gravitational waves go through it.
