Following a scheme developed by Hartle, we expand the Wahlquist solution to second order in the angular velocity. In this way it can be seen as a rotating perturbation of the Whittaker metric. It is shown that it cannot be smoothly joined to an exterior asymptotically flat vacuum region. If, however, the vacuum region is allowed to be non-asymptotically flat a matching is possible.
