The possibility that the Universe contains significant amounts of primordial black holes (PBHs) with a fraction of a solar mass (~ 1032 g or less) is not excluded at present. Although there are limits on the number of low-mass PBHs (m ~ 1015 g), there is some evidence for their existence. We show that the recently observed MACHO events could be the result of PBHs, but they are unlikely to be due to either white dwarfts or low-mass stars (red dwarfs). The abundance of PBHs is not inconsistent with the fluctuation density in the early Universe, especially near the time of the quark-gluon phase transition. The observed mass spectrum would be M-2/(3)PBH, which is inconsistent with inflationary fluctuations. The galactic halo could contain large numbers of PBHs with masses from 1015 - 1032 g that could be sites for gamma-ray bursts (GRBs).
