Experimental results are presented on energy spectrum of scintillations caused by inhomogeneities of the interplanetary plasma and the earth's ionosphere in the decameter wave range. It is shown that the scintillation spectra of radio sources at frequencies of 12.6-25 MHz have a power form with a spectral index of 3.1 + or - 0.6 for interplanetary scintillations and 3.4 + or - 0.5 for ionospheric scintillations. Frequency drifts of the Fresnel filter cutoff during scintillations measurements are investigated. The effective velocity of the solar wind was estimated to be 300 + or - 80 km/s at elongations of 90-150 deg on the basis of the phase-screen model.
