An attempt is made to study the structure of the interplanetary medium
and the solar plasma sources on the basis of the intensity variations of
galactic cosmic rays. The analysis is based on the adoption and further
development of Mustel's (1965) hypothesis in which the active regions
are treated as sources of quasi-stationary plasma flows.
