The evolution of density perturbations is calculated numerically for an open universe permeated with microwave background radiation and massless, weakly interacting particles. It is shown that for low baryon densities under 0.3, the current theory of galaxies being formed from small primordial adiabatic perturbations in the density of matter is in conflict with experiment. Difficulties confronting the theory of entropic density perturbations are also discussed.
