A brief review is presented of short wavelength fluctuations and instability phenomena associated with suprathermal electrons, energetic electrons, and energetic ions upstream of the earth's bow shock. Likely sources of free energy to be found upstream of the bow shock are considered. Then, for each free source, consideration is given to: (1) linear theory and corresponding observations, i.e., what plasma modes may be driven unstable by the given source, and whether unstable distributions or appropriate enhanced fluctuations have been observed; and (2) nonlinear theory and corresponding observations, i.e., predicted and observed fluctuation levels and changes in the free energy due to wave-particle interactions.
