The field equations for the interplanetary medium are solved on the assumption that the solar magnetic field changes slowly with time and is nonuniform with respect to both latitude and longitude. It is found that, in addition to the usual field components, a nonzero latitudinal magnetic-field component and a nonzero longitudinal electric-field component occur. The variation in particle drift speed is computed for the magnetic drift and the electric drift that are associated with the additional field components. The results obtained show that the temporal variation and longitudinal nonuniformity of the solar magnetic field lead to a further variation in particle energy. Conditions are determined under which particle acceleration occurs.
