This paper presents a two-source flow excitation model which explains the ionospheric flows observed in the dayside auroral oval by the EISCAT 'Polar' experiment. In particular, the model provides an appropriate framework for understanding the observed short (minute) time scales for the excitation and decay of dayside flows and their modulation by variations in the north-south (Bz) component of the IMF.
