The consequences of the gradient drift entry process which persist in any magnetosphere that is not axially symmetric are examined. It is suggested that the gradient drift entry (GDE) process is responsible for a buildup of charge on the flanks of the tail and on the polar side of the dayside cusps, and that the responses of the magnetosphere to this charge buildup may help contribute to the maintenance of several features observed in the ground state magnetosphere. The magnetopause is therefore continuously open to the penetration of some magnetosheath particles over the flanks of the tail and in the polar cusp region. THe magnetospheric response to the GDE process begins with the continuous presence of excess charge over some regions just within and beyond the magnetopause. It is argued that this continuous presence of charge imbalance drives many ground state magnetospheric features and processes.
