We present examples of waves in the Pc 1-2 band (0.1-5 Hz) observed in the high latitude plasma mantle and polar cap by Cluster. Significant differences exist between events seen close to Earth and those observed farther down tail. Mantle waves occurring just poleward of the cusp near 8 RE are associated with a predominantly upward moving population of reflected cusp protons with energy between 20 and 100 eV. No detectable fluxes of O+ were observed. Poynting vector calculations revealed the waves were propagating earthward, consistent with Polar satellite observations at both similar and lower altitudes. The fact that the waves appear differently at all four satellites suggests they are highly localized. We interpret this to reflect the highly localized structure of the upgoing ions. Waves observed near the dusk flank of the polar cap (~ 18 MLT) and farther down tail (XGSE < -5 RE) are associated with somewhat more energetic ions, both H+ and O+ moving tailward along B with constant velocity. During wave events, O+ fluxes remain rather steady, but their energy increases by a factor of 3-5. H+ fluxes increases by at least 1000-fold at such times. H+ fluxes also include much more energetic components when the waves are most intense. It is not clear whether these protons are also reflected cusp ions, or whether both the H+ and O+ ions originate in the near-cusp ionosphere, energized by some unknown process. In all instances negative IMF Bz and/or large IMF By when reconnected flux tubes on the dayside would be expected to convect into the polar cap.
