Investigations of the ELF generation by modulated HF-heating of the lower ionosphere were actively conducted during the last two decades by using a number of ionospheric heating facilities. One of the important aspects of the problem is related to optimization of the efficiency of ELF generation. In fact, it was shown that the maximum generation efficiency is reached if the modulation frequency is in the range of 2 6 kHz. The efficiency also can be increased by a proper choice of the heating frequency, and by coherent sweeping of the heating pulses. It is also known that the electron heating by minute-long HF-pulses leads to increase of the local electron density due to a partial suppression of the electron-ion recombination rate by the electron temperature elevation. The perturbed electron density relaxes to its ambient level during some minutes, while a train of HF-pulses used in the ELF generation experiments lasts for a few seconds. Therefore a combination of two methods can be used, the ionospheric heating by long pulses that control the electron density, followed by the ELF generation by a train of short HF-pulses. In this paper we discuss numerical simulations of ELF generation based on the control of the ionosphere by its preheating with long HF pulses radiated by the HAARP facility, and compare the efficiency of the new proposed method of ELF generation to the conventional one which does not include the HF-preheating.
