Recent satellite observations have revealed that the strong ambient electric field from 5 mV/m to 47 mV/m appears in the inner magnetosphere during storms. Since the convection electric field only reaches up to 2 mV/m in this region, it is indicated that sources of the electric field exist in the inner magnetosphere. In order to clarify the characteristics of the source region of the storm-time electric field, storm-time charge and scalar potential distributions have been derived by using the Akebono/EFD data. It has been found that positive and negative charges are confined within 2
