The problem of the behavior of scalar perturbations of the metric of the
universe in a theory of gravitation with higher derivatives is solved.
Inhomogeneities generated from quantum fluctuations may be sufficient
for the formation of galaxies. Observational constraints on the
parameters of the theory are found.
