We propose to measure accurate X-ray fluxes and spectra for large samples of high redshift luminous AGN, XBONGS, and large numbers of obscured Type 2 sources, found from our Chandra XBootes survey. We obtained optical spectra for 258 XBONGs and 150 z>3 AGN and identified 640 X-ray luminous Type 2 AGN. We selected XMM-Newton fields with a high AGN density and will accurately determine X-ray luminosities and average spectra for 70 z>3 AGN, thus tripling the number of well studied high z X-ray AGN. For the sample of 220 Type 2 AGN, we will examine the distribution of n_H values and estimate the fraction of very highly obscured AGN. For XBONGS, we will determine if they represent a radiatively inefficient accretion mode with an intermediate Eddington ratio.
