Winds in the polar ionosphere at F region heights are driven by plasma convection and thermospheric pressure gradients. This paper discusses factors that influence the winds and suggests that, since the convection velocity is almost divergence-free, convection-driven winds are not seriously modified by 'back pressure'. The UT and LT effects in the F2 layer depend on which driving force is dominant. Some polar F2 layer phenomena are well explained by pressure-gradient winds; others - including the nighttime maintenance of the layer - by plasma drift; but a comprehensive study of the problem is still lacking.
