It is shown that, in an electric field typical of rotating neutron stars, electronic surface states can exist. The wavelengths corresponding to transitions between surface states lie in the ultraviolet or soft X-ray wave bands. It is proposed that detection of emission or absorption lines from surface states could become a new probe into the surface of neutron stars.
