Frequency distributions of the spatial fluctuations in the background continuum are determined at 2700 and 5000 MHz with the Parkes 64-m telescope to obtain constraints on the number-flux density relations for weaker sources. The dependence of the P(D) distribution on population law is derived for pencil beam antennas, and the observations are described. The 2700-MHz results place constraints on the number-flux density relation down to a flux density of about 1 mJy, corresponding to about 200,000 sources per steradian, which is more than twice the spatial density determined in previous aperture synthesis surveys. The results at 5000 MHz demonstrate the feasibility of the technique for determining the relation at this frequency to about a million sources per steradian. The relations derived here are compared with relations previously found at lower frequencies.
