A method for studying plasma turbulence via data gathered on earth is proposed. It is suggested that Pi2 is generated in the auroral zone and is further propagated by secondary ionospheric streams, and that the decrement of damping will thus be the same for all latitudes where Pi2 pulses are observed. Some nonlinear MHD wave transformation occurs during the north-south transition of pulses. This causes visible variations in the decrement of damping with latitude. Thus, using data from auroral or subauroral regions, turbulence may be studied by variations in the decrement of damping.
