Periodic solutions in a system of rotating axes are obtained in the absence of resonance for two satellites with constant angular velocities. The moons of Saturn, Mimas and Tethys are employed as examples, with the calculations being carried out as a function of their masses. It is also shown that, in the presence of resonance, a necessary and sufficient condition can be defined for determining that a periodic solution exists in the system of rotating axes. An axial position is analytically described for the initial conjunction of the moons. Mimas and Tethys are expressed as oscillators with amplitudes and phases as a function of time, with a periodic, non-Keplerian solution. Finally, a libration equation is developed.
