My new model of the Universe explains dark matter, dark energy, and negative gravity, and is supported by published observations. It introduces a generalization of Newton?s gravitational constant G = Gn + A*r with a distance term. A non-zero value of A was found from rotation curves of spiral galaxies. The model explains the unusual force on the NASA probes Pioneer 10/11, and the flat rotation velocity curves in spiral galaxies, plus the motion of groups of galaxies, without needing dark matter. The modified gravitational constant, when determining energy loss in traveling large distances, predicts a red shift as a linear function of distance, in accordance with the observations of Hubble. This explains the "tired light" concept for red shift of Zwicky. There is no direct proof relating red shift to velocity and Hubble himself indicated doubt about red shift as a measure of apparent velocity. This questions an expanding universe or the accelerating expansion, or dark energy or negative gravity. It explains why the Hubble constant (based upon distance) decreases asymptotically for increasing star remoteness. It also predicts the dark sky (Olbers paradox) due to tired light.
