Ikhsanov and Vitinskii (1972) have shown that the rate of differential rotation depends on the phase of the 11-year cycle of solar activity. As a consequence, in order to compare the rates of rotation during various 11-year cycles, the rates of rotation should be studied at the same phases of these cycles. In the present paper, long-term changes in rotation rate are determined for two phases - a three-year phase preceding the epoch of the 11-year cycle minimum (these years belong to the physical commencement of the 11-year cycle), and for the epoch of the 11-year cycle maximum.
