An attempt is made to fit into a general diffusion-convection model recent observations of anisotropy during nonimpulsive events of energy less than about 1 MeV. Three different models for the steady-state distribution of low-energy cosmic rays in corotating events are considered, and three sets of observations are introduced and fitted to the models. The best fit values of the propagation parameters are compared, and four possibilities for reconciling the observations are proposed, including different time periods used in forming data averages, magnetospheric effects, solar injections, and variations in spiral field geometry. The observations are also analysed in terms of parallel and perpendicular anisotropy components.
