It is shown that the quasi-steady turbulence spectrum in the solar wind is sustained by the concurrence of the relative intensification of turbulence associated with spherical plasma expansion and nonlinear three-wave interaction processes. The wave source is localized in regions near the sun, and the feeding of the spectral energy flux into the inertial interval is associated with an increase in the amplitude of low-frequency waves. The basic results of this model agree well with results of observations.
