The effective Lagrangian of a weakly inhomogeneous electromagnetic field in an external gravitational field is calculated in one-loop order. An expression is obtained for the number density of created photons in an arbitrary conformally flat space which is exact in ξ and the scalar curvature, and specific values are found for various models of the Universe.
