We request deep NICMOS images of 10 calibrator galaxies and 15 brightest cluster galaxies to determine their distances using the surface brightness fluctuation {SBF} method. We will use this to construct an SBF Hubble diagram to distances greater than 10,000kms and to determine H_0 where peculiar motions should be negligible. Our clusters are chosen symmetrically around the sky so that this result should be extremely insensitive to the choice of velocity reference frame or any local peculiar velocities. HST is essential for its high spatial resolution which makes it possible to detect and remove globular clusters and background galaxies that contaminate the SBF measurement. The extremely red color of fluctuations give NICMOS in the H band a factor of 30 advantage over WFPC2 in the I band, and we will be observing the centers of galaxies which are much brighter than the H band background of NICMOS.
