The paper presents a quasi-regular model for electron-density fluctuations which adequately describes phenomena observed by the Alouette-1 satellite in 1963. The identified irregularities have a characteristic spatial period, correlation function, and spectrum. The dependence of the irregularities on time of year, Kp index, and time of day is examined.
