The occupation probability of energetically separable states within a nucleus has been computed. This probability is used to estimate the overlap between nuclear partition functions and the external phase space of free nucleons. The results indicate that appreciable overlap is possible only at nuclear excitation energies that are at least an order of magnitude greater than the single particle's separation energy. These results confirm the existence of nuclei to nuclear densities during stellar collapse.
