It is argued that ions are added to the existing torus in a volume around Io, and that these ions flow around Io; a cold wake region forms downstream. Waves are generated to scatter the particles, and the magnetic field is twisted away from its Jovian orientation. The plasma was denser and colder than had been expected, and the waves were stronger.
