The paper analyzes a previously proposed mechanism for the formation of magnetic ropes in the Venus ionosphere: the destruction of the ionopause as the result of the development of Kelvin-Helmholtz instability. The axial symmetry of plasma flow in the transition region leads to a situation in which disturbances on a scale exceeding 50 km (the characteristic scale of magnetic ropes near the ionopause) are stable at zenith angles not greater than 10 deg. It is noted that Pioneer-Venus data provide evidence for the stability of the ionopause at low dynamic pressure of the solar wind.
